The Extent of Adopting Administrative Transparency and its Impact on the Organizational Commitment: A Field Study on the Yemeni Hospitals

Abstract

The study is aimed to identify the extent to which administrative transparency is adopted, through its dimensions: instructions and regulations, administrative communication, information circulation, participation in decision-making, performance and evaluation, and its influence on organizational commitment and its dimensions.The study uses the descriptive analytical method. The study community consists of employees at the middle and executive administrative levels in Marib Hospital Authority and Harib Hospital in Marib governorate. The number of employees is 306, and a stratified, non-relative sample of 170 employees is selected. Statistical analyzes are carried out by using the SPSS statistical package (Version 22) to verify the validity of the hypothesis test, and the survey is used as a means to obtain data.The study found that the two dimensions: participation in decision-making and information circulation have a positive and moral impact on organizational commitment, emotional commitment, and normative commitment. While the rest of the dimensions of administrative transparency (instructions and regulations, administrative communication, and performance evaluation) did not achieve this effect on organizational commitment, emotional commitment, and normative commitment in the progressive multiple linear regression equation. There is also a positive and moral impact of all dimensions of administrative transparency on organizational commitment in the simple linear regression equation. The study recommends considering administrative transparency as an important component of the success of Yemeni hospitals, through the adoption of mechanisms for their development, making the necessary improvements at the level of organizational structures, creating an integrated system for evaluating performance, applying modern methods of participation in decision-making, and gaining the trust and support of employees through the formation of networks and channels of information and the use of modern communication technologies to motivate workers to communicate, and participate in all activities and events held by these hospitals. As well as forming the awareness of senior leaders in Yemeni hospitals towards believing in the importance of organizational commitment for all their employees and developing a comprehensive scientific plan that contributes to strengthening and spreading the culture of organizational commitment, and reducing the dropout of workers to work elsewhere if better opportunities and temptations are available.
